POLITICAL ACTIVITIES

At Carrier, integrity is core to our culture.

Our Board of Directors, Executive Leadership Team and corporate policies guide our actions and hold our entire organization, as well as our agents and representatives, to the highest ethical standards. The Vice President of Government Relations (VP GGR), oversees and coordinates the activities of Carrier and Reporting Unity (RU) representatives (registered lobbyists and trade associations) based in Washington D.C. and other offices performing activities bearing on Carrier’s legislative, regulatory and policy interests.

Carrier engages in political activity and public policy advocacy on issues that impact the company’s business — whether at the local, state or federal level in the United States, or with foreign governments and international governmental organizations. The Board believes that participating in the legislative and regulatory process is an important part of responsible corporate citizenship and that Carrier and its employees have a legitimate interest in public policy debates.

The Governance Committee and Board review and monitor the company’s government relations activities, including those of the Carrier PAC. These activities are governed by and conducted in accordance with the standards articulated in our Code of Ethics and corporate policy on Government Relations, both of which are available here.

Carrier’s government relations initiatives are intended to educate and inform officials and the public on a broad range of public policy issues that are important to our business and consistent with the best interests of the company, our shareowners and our other stakeholders. These initiatives are not based on the personal agendas of individual shareowners or Carrier’s directors, officers or employees.

Lobbying

Carrier complies with the federal requirements of the Lobbying Disclosure Act as well as all state requirements. The Vice President of Government Relations, under the supervision of the Governance Committee of Carrier's Board of Directors, ensures timely and accurate reporting of all lobbying activity.

Carrier and its external lobbyists file lobbying disclosure reports with the United States Congress, which are publicly accessible at the U.S. House of Representatives Office of the Clerk and the U.S. Senate Office of Public Records websites. These reports include full lists of federal lobbyists and the issues on which they lobbied, as well as global expenses. Carrier’s public filings commenced in 2020 when it became an independent public company after its spin off from United Technologies Corporation (now RTX) and are accessible below.

We report these expenditures based on the Internal Revenue Code’s definition for such expenses, which is broader than what is required by federal law, but which we believe is a more comprehensive disclosure. This may result in our lobbying expenditures appearing larger than some of our competitors’ lobbying expenditures.

Carrier Political Action Committee (PAC)

The Carrier PAC is a voluntary, nonpartisan political action committee established by Carrier in accordance with federal law. The Carrier PAC is not funded by corporate dollars. It is funded solely from the voluntary, personal contributions from our employees. It contributes to candidates and national political organizations supportive of Carrier’s corporate business interests and public policy goals, regardless of political party. The bylaws of Carrier PAC provide basic organizational material and incorporate Federal Election Commission regulations. A Steering Committee meets bi-annually to review candidates and approve contributions. Carrier maintains strategic memberships, partnerships and associations while evaluating opportunities for additional contributions and leadership. Through these memberships, our leaders and employees stay at the forefront of industry best practices, customer needs and regulatory changes as they relate to product and organizational sustainability.
